BC 1 Call brings together key regulatory and safety organizations to explore the rules, responsibilities, and practices that support safe ground disturbance across British Columbia so you can hear directly from regulators whose mandates touch worker and public safety, excavation and construction, pipeline and utility safety, and underground infrastructure protection.

Donna Grant, BC 1 Call president, will guide a practical discussion focused on regulatory expectations, common compliance challenges, emerging issues, and how requirements translate into safe practices in the field.

Debbie Clyne, Damage Prevention Inspection Officer, Canada Energy Regulator

Debbie Clyne has served as a Regulatory Compliance Officer with the Canada Energy Regulator for seven years and brings over 19 years of experience in damage prevention. A former British Columbia Common Ground Alliance (BCCGA) Board Member, she serves on the Education and Pipeline Safety Committees, helped bring the Ground Disturbance Supervisor Course to BC and organized 19 Dig Safe Workshops across the province. Additionally, through her role on the Canadian Common Ground Alliance (CCGA) Education Committee she helps promote the Damage Prevention Symposium and April Safe Dig Month across Canada.

Technical Safety BC awarded Debbie the Lt. Governor’s Award in 2015 for her contributions to Safety Management Systems. Her extensive disaster response work with the Canadian and American Red Cross since 1997, including deployments to Ground Zero after 9/11, Hurricane Katrina, the High River floods, and BC wildfires, earned her the Queen’s Jubilee Medal. Most recently, she received the CER’s Safety Award in 2023 for her critical work addressing the impact of floods and wildfires on pipeline infrastructure in BC.

Nicole Koosmann, Vice President, Safety, Engineering and Audit, BC Energy Regulator

Nicole serves as Vice President of Safety, Engineering and Audit at the BC Energy Regulator, delivering executive leadership across complex safety systems, engineering integrity, and regulatory oversight in British Columbia. With a strong track record of steering multi-disciplinary teams through evolving energy landscapes, Nicole plays a central role in ensuring energy resource activities are designed, constructed, and operated with the highest commitment to public safety and environmental stewardship.

A dedicated advocate for modern, data-informed safety management, Nicole emphasizes the power of proactive engineering audits, robust risk frameworks, and collaborative industry engagement. Recognized for her strategic vision and transparent leadership, she is dedicated to bridging technical excellence with regulatory accountability, fostering continuous improvement across the sector and building lasting public trust.

Andrew Kidd, Director of Prevention Field Services, WorkSafeBC

Andrew Kidd brings a broad background in residential and commercial construction, with experience as a Journeyman Carpenter, Site Superintendent, and Construction Manager. He joined WorkSafeBC in 2007 as an Occupational Safety Officer on the Residential Construction Team in North Vancouver.

In 2012, Andrew transferred to the Abbotsford Regional Office, expanding his work to both Construction and General Industry. He later served as Acting Senior Regional Officer in Abbotsford and Surrey, and with the Agriculture Team, before becoming Manager, Prevention Field Services – Construction East, based in Port Moody.

Andrew also spent two years as Senior Manager, Prevention Quality, within WorkSafeBC’s Prevention Practices and Quality Department. Currently serving as Director of Prevention Field Services – Occupational Safety, he is known for a collaborative, people-first leadership style that emphasizes listening, practical problem-solving, and supporting teams to deliver consistent, high-quality service.
