Before the first shovel hits the ground, a choice is made.

Across British Columbia, that choice is made every day. It’s a simple moment, just a pause before work begins. It’s then when a homeowner submits a locate request before starting a project. It’s reinforced when an excavator waits for confirmation before breaking ground. These moments are often quiet and routine, yet they are the reason serious incidents are avoided, essential services remain intact, and people and property are protected.

Much of BC 1 Call’s work this year has focused on supporting those decisions. We spent time looking ahead, asking what the organization needs to remain strong as demand grows and technology evolves. The result was a new three-year strategic plan, designed to keep the service reliable today while preparing for what comes next. Alongside this work, we strengthened operational planning, so the system continues to respond consistently, even as expectations increase.

We also remained focused on careful stewardship. Our service is free for all users and, for the third consecutive year, member notification fees will remain unchanged. That stability reflects a deliberate effort to manage costs responsibly while continuing to invest in a service on which people can and do confidently depend.

At its heart, BC 1 Call exists to reduce risk before harm occurs. That purpose guides our decisions and shapes how we approach improvement.

As we move into 2026, I am excited by what lies ahead. When people share a common understanding of safety and responsibility, meaningful progress follows.
